Hi ,
Company has all tax stopped at source and paid net from its customers (CIS scheme) on all its labour element, the company overpaid tax in the year 2010/11, this refund although claimed over a year ago still not been paid back to company. HMRC seem to be not only slow but keep putting obstacles in the way that require detailed time according to certified accountants so hence the company still wait.

Is this normal practice? Has there been new rules introduced? Are there other companies experiencing similar situations?
